Water Safety – How We Comply with SRVFS 2007:5
Being near water always involves risk, whether at harbors, quays, beaches, or piers. To reduce accidents and save lives, Sweden has developed guidelines on how lifesaving equipment should be designed, placed, and maintained. These are outlined in SRVFS 2007:5 – General advice from the Swedish Rescue Services Agency on equipment for water lifesaving.

What does the law say?
The foundation lies in the Act on Protection Against Accidents (SFS 2003:778). It states that owners or users of buildings and facilities must, “to a reasonable extent”, provide equipment for lifesaving in case of fire or other accidents. In water-related environments, SRVFS 2007:5 clarifies what is considered a “reasonable extent”.
The guidelines recommend that:
- Where equipment should be located – at harbors, quays, bathing areas, and other places where people are close to water.
- Distance between stations – no more than 100 meters at bathing areas and 200 meters along urban quays.
- Placement and visibility – equipment must be easy to spot, close to the water, and simple to use in an emergency.
- Maintenance – equipment should be inspected regularly and always kept functional.
- Risk adaptation – the equipment should be adapted to local risks and site conditions.
